INTER-CLUB COMPETITION GENERAL RULES TO APPLY IN THE "ILLAWARRA" PENNANT, "B" PENNANT, "C" PENNANT,
"WHITE HORSE CUP", AND "JUNIOR" PENNANT IN 2013

THE ORDER OF PENNANTS SHALL BE : --

1. "Illawarra" Pennant (Up to 5 Handicap)
2. "B" Pennant (6 to 12 Handicap)
3. "C" Pennant (13 to 18 Handicap)
4. "White Horse Cup" (Up to 24 Handicap)
5. "Junior" Pennant (Up to 27 Handicap)

TERMINOLOGY: --

GAME -- is the Contest between two Club Teams.
MATCH -- is the Contest between two individual Players.
ROUND -- is all the Games scheduled for one day for a Pennant.

NOMINATION FOR COMPETITION: --

1. Golf Illawarra reserves the right to accept or reject any additional Team into a Pennant Competition where the Club already has a Team in that particular Pennant.

2. In respect to all Golf Illawarra Inter-Club Events, after nominations are accepted and the draw is completed for all Events, should any Club withdraw from an event for any reason whatsoever before the Season starts, the penalty imposed will take the form that such Club shall not be eligible to nominate a Team for that Event for that year and the following year.

3. The Pennant Season will commence on the first Sunday after Australia Day, with the exception of the "Junior" Pennant which may start a week later, depending on exactly when school commences.

4. "Illawarra" Pennant is to play on a Home and Away basis.

HIT-OFF TIMES: --

1. Clubs are to reserve Draw Dates shown. Times reserved should be relatively early, taking into account Visiting Clubs' travel times and a free hit-off time of three quarters of an hour ahead. The suggested time of hit-off is 6.30 -- 8.30 am, except where Clubs host more than one Pennant on the same day. The earliest hit-off time in any Pennant Match shall be 6.30 am.

2. Any Club entering Teams in more than one (1) Pennant, may, if they desire, host more than one (1) Pennant at their Club course on the same day.

3. The Host Club shall provide at least ten (10) days' written notice to the Golf Illawarra Captain and each Visiting Club of hit-off times and the tee, and a nominated person and telephone number for contact before a stated time and day prior, should inclement weather intervene. Practice availability and Club Rules for Visitors (e.g. dress, restricted areas for Juniors and Sub-Juniors, contact JPO) should also be provided.

4. Should it be necessary for any reason to conduct Pennants playing in fours (4s), then the group of four (4) MUST consist of one (1) player from four (4) different Clubs.

TEAM COMPOSITION: --

1. Teams shall consist of five (5) Players. There will be no reserves. The Players are to be full playing members or junior boy or girl playing members of the Club concerned. No restricted, provisional, or country members are permitted. The Team shall be nominated to the starter at least ten (10) minutes prior to their respective tee times and shall be numbered one (1) to five (5), with handicaps shown.

PENALTY -- Loss of two (2) winning Matches

2. Any Club with two (2) Teams in the same Pennant Competition cannot interchange Players in either Team after the first Game played.

PENALTY -- Loss of All Matches on the Day

3. All Clubs must submit a list of participating Players with their official handicaps to the Golf Illawarra Captain prior to the first Match of the Season. Subsequent additional Players must supply proof of their handicap as of the first day of the Pennant Competition. This is to be forwarded to the Golf Illawarra Captain.

4. No Player shall play for more than one (1) Golf Illawarra Club during the existing Pennant Season within the IDGA.

5. A Player may play one (1) Game in a higher Pennant (See Order of Pennants). Should he/she play more than one (1) Game in a higher Pennant, he/she cannot return to a lower Pennant.

PENALTY -- Team disqualification

6. No Player shall be permitted to play in a Final in any Pennant unless he/she has played at least two (2) Games in that particular Pennant during the course of the Season.

CONDITIONS OF PLAY: --

1. Multiple tees may be used for starting.

2. The Host Club MUST provide a starter and a Match Committee Representative to make any decisions required.

3. Play is to take place on the day scheduled, unless the Host Club declares the Course unplayable. A minimum of nine (9) holes may be played for a Round provided all Teams scheduled to play are informed of the change before hit-off. In Handicap Match-Play, the Balanced Distribution Match-Play Index takes shortened Matches into account.

4. In the "Illawarra" Pennant, the lowest handicapped Player plays at Number one (1), the others can play in any order. Matches are played without the benefit of handicap.

PENALTY -- Loss of two (2) winning Matches

5. In "B" and "C" Pennants, Players play in handicap order from lowest to highest. Matches are played without the benefit of handicap.

PENALTY -- Loss of two (2) winning Matches

6. In "White Horse Cup" and "Junior" Pennants, Players play in handicap order from lowest to highest. In "Junior" Pennant, the lowest Player will play without the benefit of handicap. In all other cases, Players play with the benefit of handicap with strokes taken determined from the Balanced Distribution Match-Play Index.

PENALTY -- Loss of two (2) winning Matches

7. Any Team playing a Player in the wrong order, or playing an ineligible Player, or a Player playing off a higher handicap than when he/she started the Season, will be disqualified and two (2) points will be awarded to the opposing Team.

8. No Player may alter his/her position on the starting sheet after it has been submitted to the starter.

PENALTY -- Loss of that Match

9. Any Player not teeing off within ten (10) minutes of being called to the tee by the starter shall forfeit his/her Match, and the fllowing Match shall proceed.

10. In all Pennants Players will remain on the same handicap as they started on at the beginning of the Pennant Season, except if a Player reduces his/her handicap during the course of the Pennant Season, but still remains within the Pennant lower handicap limit, in which case they shall play off that reduced handicap for the remainder of the Pennant Season. In the case of a Player on the lower limit reducing his/her handicap by a maximum of one (1) stroke, he/she may remain in the Team, but will give one (1) stroke to his/her opponent as determined by the Balanced Distribution Match-Play Index.

11. In all Pennant Matches, play MUST cease immediately after the completion of the Match. The result is to be given to the official scorer IMMEDIATELY upon returning to the clubhouse by the person winning the Match.

12. With the exception of Finals, no Match shall proceed past the 18th Hole. A Match that is Square at the 18th Hole shall be shared with a half (1/2) to each Player and should be marked Square on the results sheet. In a Final, the Match will continue until one (1) Team has won three (3) Matches.

13. Slow Play Rules of Golf (Rule 6-7) applies to Match-Play and individuals may be penalised in accordance with the Rule. After completing a Hole, the Match must move immediatley to the next teeing ground and prepare to play. Any Player not conforming to this Rule will be deemed to be delaying play and could be penalised accordingly. Host Clubs may, at their discretion, deny practice after the completion of a Hole by Local Rule on the day of play. Host Clubs may have their own 'Pace of Play' conditions.

14. Players, Officials (and Caddies where applicable) must comply with the Host Club Dress Regulations, both on the Course and in the Clubhouse. Prior to the start of the Competition Season, each Club should ascertain the requirements of all Clubs to be Visited, and advise their Team members and Caddies.

15. In all Handicap Pennant events, the Balanced Distribution Match-Play Index is to be used.

16. In all Matches in "White Horse Cup" and "Junior" Pennant, where the Balanced Distribution Match-Play Index is used, strokes will be given in accordance with the Index for all extra Holes played.

17. Junior boys are permitted to play in the "White Horse Cup" Competition. Their supervision shall be the responsibility of the Team Captain.

18. In the event of a Team withdrawing from the Competition before the start of the Season, the draw will be re-arranged if possible. If a Team withdraws during the Season, points scored against such withdrawn Team shall be deducted and a BYE will be introduced with no points awarded for subsequent Matches.

19. The use of motorised buggies for Players is NOT permitted. A ride-on buggy may only be used upon the production of a doctor's certificate and a certification from a Club Official stating that a ride-on buggy is normally used by that person in the course of Competition. Battery-operated trolleys are NOT ride-on buggies.

PENALTY -- Disqualification

20. A Player may obtain distance information by using a device that measures distance ONLY. However, the Player is in breach of Golf Rule 14-3 if a distance measuring device that is designed to gauge or measure other conditions (e.g. gradient, wind speed, temperature, etc.) is used even if those features are not used.

PENALTY -- Loss of That Match

21. The audible emission or un-authorised use of a mobile telephone by a Player or Caddy during the course of a Pennant Match is a serious breach of etiquette, and is strictly prohibited (Golf Rule 33-1). However, a mobile telephone may be used for medical or other serious reason, where prior permission has been obtained from both the starter and his/her opponent.

PENALTY -- Loss of That Match

22. The consumption of alcohol by Players, or their Caddies, on the Course during a scheduled Pennant Roubd is strictly prohibited. Enforcement of this Rule shall be the responsibility of the Host Club and the Team Manager of the player in the event of no Golf Illawarra official being present.

RESULTS: --

1. Host Clubs are responsible for the preparation of the Official Golf Illawarra Results Forms, clearly showing the Team names, individual Players' names and handicaps, and results and margins, obtaining the Team Captains' signatures before giving a copy or photocopy to each Captain and faxing the original to the Golf Illawarra Captain before 6.00 pm of the Competition day to allow transmission to the media before 6.15 pm.

2. Any protest on the result of a Match must be lodged in writing to the Golf Illawarra Captain within four (4) days of play.

POINTS AWARDED: --

Two (2) points to a Team whose aggregate of wins and halves in a Game is greater than their opponents' aggregate of wins and halves.

One (1) point to each Team whose aggregate result is 2 1/2 wins -- 2 1/2 losses.

One (1) point to each Team scheduled to play on a day in which play does not commence, or is not completed.

Nil (0) points to a Team whose aggregate of wins and halves in a Game is less that their opponents' aggregate of wins and halves.

Nil (0) points to a Team with a scheduled BYE.

Minus two (-2) points if a TEAM forfeits a day's Matches.

FINALS: --

1. For Pennants played in two (2) Divisions, except the "Illawarra" Pennant, the Final will be between the two (2) Divisional Winners who will be determined by: --
I. Total points for Team wins and halves; if equal,
II. Total individual Matches won and halved; if equal,
III. Total individual Matches won, excluding halves; if equal,
IV. Highest number of Matches won when the tied Teams played each other; if equal,
V. By Play-Off.

2. In the "Illawarra" Pennant, it being the Premier Pennant, the Winner of Division I will play the Runner-Up of Division II; and the Runner-Up of Division I will play the Winner of Division II in the Semi-Finals. The two Winners of the Semi-Finals will play off in the Final

3. For any Pennant that is played in one (1) Division only, the Winner of that Pennant shall be decided by the No. 1 Qualifier playing the No. 2 Qualifier. If there is a tie to be resolved then the system set out above for Divisional Winners shall be used.

4. All Pennant Flags are to be returned to the Golf Illawarra Captain fourteen (14) days prior to the Finals of those Pennant Competitions.

1 -- INTRODUCTION

The Golf Illawarra Open Series (IOS) is an initiative of Golf Illawarra to promote the game of golf throughout the District and to have more involvement at Member Clubs’ “Open” Events by other Members of Golf Illawarra. It is Golf Illawarra’s intention to help promote its Member Clubs as well as the game of golf.

The IOS will be run after the completion of the Golf Illawarra Pennant season.

Golf Illawarra will divide the Member Clubs into geographical zones with the Southern Highlands Clubs being known as the “Western Division”, Clubs north of and including Kiama and Jamberoo being the “Northern Division” and all Clubs south of Kiama and Jamberoo being the “Southern Division”

To be the winner of the IOS, in any grade, you must compete in a specified number of Events in each Division.

For these Open Events, the course should be set up to play at its most difficult while still being fair and enjoyable for all levels of ability.

The course should be presented at it best condition from both a golfing and aesthetics perspective.

The IOS will have the following categories:

Overall Gross & Nett Champion
B Grade Gross & Nett Champion
C Grade Gross & Nett Champion
Junior Gross & Nett Champion

There will be one compulsory round each year that each player must compete in to be crowned the winner, of any grade, and, for 2013, that will be the final round at The Grange Golf Club where there will be a presentation after the event to award all the winners.

2 -- ADMINISTRATION AND ENTRY CONDITIONS

2.1 -- MATCH COMMITTEE

2.1.1 The Golf Illawarra Match Committee shall have the power to vary these Standard Conditions and to decide any dispute or question arising as to the qualification of any entrant and may, in its absolute discretion at any time and without assigning any reason therefore, refuse any entry.

2.1.2 The members of the Golf Illawarra Match Committee present during the playing of the Event may exercise all functions of the Golf Illawarra Match Committee in relation to the Event and shall constitute the Committee within the meaning of the Rules of Golf for the purpose of the conduct of the Event.

2.1.3 Protests must be made in writing and submitted to the Match Committee within fifteen (15) minutes of the conclusion of the day’s play.

2.2 -- ELIGIBILITY

2.2.1 The Champion may come from any Division and the Champion will be taken out of his Division Awards once he has been declared Champion.

2.2.2 Only full male Members and junior male Members of Member IDGA Clubs shall be eligible for the IOS.

2.2.3 Players MUST nominate and pay the Entry Fee prior to teeing off. No entries will be permitted after this time.

2.3 -- DRAW

2.3.1 The Match Committee reserves the right to fix and/or alter starting times.

2.3.2 Once the draw is compiled, no refund will be available except upon production of a medical certificate.

2.4 -- CHAMPIONSHIP CONDITIONS

2.4.1 There are eleven (11) Clubs involved in the 2013 Series and the Champion of each Division will be determined by the best five (5) accumulated rounds during the IOS.

2.4.2 For a player to be eligible to be Champion, he must also play a specified number of games in all Divisions as per the following: --

Northern Division: -- 2 games
Southern Division: -- 2 games
Western Division: -- 1 game

2.4.3 The IOS are Gross Events and Gross Trophies take precedence over Nett Trophies. There shall be four (4) Divisions: -- Overall Champion, B, C, and Junior Champions as determined by the Golf Illawarra Match Committee.

2.4.4 Handicap ranges for each Division are: --

A up to 12
B 13 to 18
C 19 and over
Junior For ages under 18 years of age and handicap up to 27.

2.4.5 Reduction / Increase in handicaps: -- if Competitors reduce or increase their handicap over the period of the IOS where they move into a different Division; they shall be deemed to be eligible for the lower Division Trophy only.

2.4.6 Entrants must put IOS on their cards when entering the competition on the courses they wish to play.

3 -- CONDITIONS OF COMPETITION

3.1 -- POINTSCORE CALCULATIONS

The winner for each Division will determined by calculating the total of the differentials to the Course Rating for each Round played.

3.1.1 -- RATING DIFFERENTIALS

If, for example, the course played is Rated at 72 and the player has a 75, +3 will be the Recorded Score. Similarly, if the course played is Rated at 70, and the player has a 68, -2 will be the Recorded Score.

At the end of all the Rounds played, the 5 best Recorded Scores will be tallied and the lowest Score wins.

3.1.2 -- COUNT-BACK PROCEDURES

The last Round played will be used as a Count-Back Round in case of a tie.

The procedure for that Round shall be a Count-Back of the last 18 Holes; then the last 9 Holes, if needed; then the last 6 Holes, if needed; then the last 3 Holes, if needed; and then each individual Hole starting from the 18th Hole backwards, if needed.

3.2 -- TIME OF STARTING

Players must report to the Starter 15 minutes before the hit off time laid down by the Host Club. Penalty for breach of Rule 6-3 a -- disqualification. Waiving the penalty of disqualification as provided in Rule 33-7 -- if a player arrives at his starting point, ready to play, within 5 minutes of his starting time, he shall incur, in stroke play, a penalty of two strokes taken at the first hole.

3.3 -- DISTANCE MEASURING DEVICES

For all play in a IOS Event a player may obtain distance information using a device that measures distance only. If during a stipulated Round, a player uses a distance measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used.

3.4 -- PACE OF PLAY

Rule 6-7 will be strictly enforced. Each group must maintain its position on the course with respect to the group in front.

Any group with a clear Hole in front of it will be considered out of position. Penalties will be issued to individuals in such groups who, by their pace, contribute to such delay. Warnings may not be issued prior to penalties.

3.5 -- TRANSPORTATION

Players must walk at all times during a stipulated Round unless permitted to ride by the Match Committee.

Players will not generally be permitted to ride in, or on, any form of automotive locomotion, during the play of a Hole. An exception will be made in the case of a player affected by a disability, which makes it necessary for the player to use automotive locomotion. It will be necessary for the player seeking exception to produce: --

a) a certificate or letter from a Medical Practitioner specifying: --
(i) The disability by which the player is affected; and
(ii) The Medical Practitioner’s opinion that owing to the disability the player requires the use of automotive locomotion in order to participate in the competition; or

b) in the case of a permanent disability, a letter from the Captain, CEO or Club Pro confirming that the player does not participate in any games of golf at that Club except with the assistance of automotive locomotion; or

c) in the case of a temporary disability, a letter from the a letter Captain, CEO or Club Pro confirming that the player does not presently participate in any games of golf at the Club except with the assistance of automotive locomotion and nominating the period for which permission to use automotive locomotion is granted.

Battery operated hand buggies are exempt from this provision.

3.6 -- MOBILE PHONES

The use of a mobile phone or portable phone by a competitor or his caddie, whilst on the golf course during an Event is distracting and inconsiderate. If the competitor or his caddie is in the possession of a mobile or portable phone it should be turned off. If the phone rings this is deemed to be in use and the Committee may take disciplinary action against the offending player in accordance with the concluding paragraph of section 1, Etiquette of the Rules of Golf.

Note: -- In deciding whether a penalty should be applied, the Golf Illawarra Match Committee will consider Decision 33-7/8 “Meaning of “Serious Breach of Etiquette” on page 516 of the R&A Decisions on the Rules of Golf 2012-2013.

3.7 -- SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION, ADVERSE WEATHER

3.7.1 All practice areas are closed during suspension of play due to a dangerous situation until the Match Committee has declared them open.

The following signals will be used: --

Discontinue Play Immediately: -- One prolonged note of siren.

Discontinue Play: -- Three consecutive note of siren, repeated. Players may finish Hole under Rule 6.8/b

Resume Play: -- Two short notes of siren, repeated.

3.7.2 In the event of a complete wash out of a Round or Rounds, the final Round will be scheduled at a date determined by the Golf Illawarra Match Committee and consist of the top ten Gross scores from each Division and/or any player within 10 shots of the leading score in their respective Division.

3.7.3 The Golf Illawarra Match Committee reserve the right to alter the above conditions, should weather or other causes delay or cancel play.

3.8 -- RETURNING OF SCORE CARD

A player's score card is deemed officially returned to the Golf Illawarra Match Committee when the player has left the designated recording area.

3.9 -- RESULTS OF THE COMPETITION; COMPETITION CLOSED

The competition is closed when the Trophy has been presented to the winner, or, in
the absence of a prize ceremony, when all scores have been approved by the
Golf Illawarra Match Committee.

3.10 -- CONFORMING GOLF BALLS (Note to Rule 5-1)

The specimen condition on page 86 of the Decisions on the Rules of Golf (2012-2013) is in effect.

3.11 -- DRESS REGULATIONS

3.11.1 Dress regulations, conform as per fixture book of the Host Club

3.11.2 Metal spikes are not permitted on some courses.

3.13 -- DOUBT AS TO PROCEDURE

In stroke play, if a competitor is doubtful of his rights or the correct procedure during play of a Hole he may, without penalty, complete the Hole with two balls.
After the doubtful situation has arisen and before taking further action, the competitor must announce to his marker or a fellow-competitor that he intends to play two balls and which ball he wishes to count if the Rules permit. If he fails to do so, the provisions of Rule 3-3 b (ii) apply.

The competitor must report the facts of the situation to the Committee before returning his score card. If he fails to do so, he is disqualified.

3.14 -- CODE OF CONDUCT

1) Golf Illawarra’s Code of Conduct shall apply throughout all IOS competitions, in addition to other requirements of players as specified by tournament conditions, local rules and the by-laws of each participating Club.
2) Players are under an obligation to avoid acts that are unsportsmanlike and detrimental to the game of golf.
3) By entering a IOS competition, a player agrees to comply with the normal standards of behaviour and conduct. Any of the following actions is regarded as unacceptable conduct and may render a player subject to action as determined by the Golf Illawarra Board of Directors or the Golf Illawarra Match Committee:
a) Undertaking activity, within the precincts of the participating course, clubhouse or in the vicinity of the course which would bring discredit to club, Golf Illawarra or the game of golf;
b) Using profane or abusive language, throwing or breaking clubs, willfully damaging the course in any way;
c) Criticizing the course, the competition, the sponsors or officials connected with the competition;
d) Deliberately breaking the Rules of Golf;
e) Refusing to comply with the Host Club’s dress regulations.

3.15 -- TROPHY DISTRIBUTION

3.15.1 There will be a Perpetual Trophy to the overall Gross Champion

3.15.2 The following is the breakup of the Trophies: --

Overall Gross Champion -- $500
Overall Nett Champion -- $300
Overall B Grade Gross Champion -- $250
